I always thought that the flood stored everything in the DNA of the flood cells; or, perhaps, some kind of storage unit that each spore contains. Thus, if even a single spore survives, the legacy of the flood will. So long as the flood can communicate with each other they could back up their knowledge across themselves. This is probably what the Keyes blob was being built to do; aside from pilot the ship with his knowledge of astrogation as well as whatever knowledge the flood gained from the captured Elites/Engineers (if there were any and if they could be transformed) for their knowledge of how covenant ships work; It was probably going to start scanning/listening/sending however they do and make a comeback. Also, on the Halo Effect: After seeing the last episodes of season one of Doctor Who (new DW, anyways), I thought it might be a Delta Wave. Which, for the unknowing, was a kind of radiation that essentially fried the brains of anything it's path. The Doctor intends to use it wipe out a whole mess o' Daleks but can't use it because Earth was in the vicinity of the blast and it needed to be 'refined' so as to only affect Dalek brains/CNS. Which sounds a lot like the Halo Effect, though on a much smaller scale. The only issue is how they would be able to tune it affect only life that could be infected. I have wondered recently if the Forerunner ever tried to make a bio-weapon that would target Flood super cells. Of course, if infection forms are not made up of flood super cells it wouldn't be very effective. Though, if it was fast acting, would have been useful in attacking anything was primarily made out of Flood Super Cells.
