Technology doesn't just happen, it takes a long time for something to go from concept to reality. The Spartan Laser and Bubble Shield have probably been in the works for a long time, and are just now ready for use in the field. Additionally, in the other halo games we spent little or no time on Earth. Now we'll be spending a significant chunk of the game on Earth, where we have access to this experimental technology.

At the moment the technology can't be implemented on ships because it is only now being used in the field. A good example would be the plasma window. Right now we have plasma windows, hwoever they are very small. It will be a long time before we have plasma windows large enough to use realistically.
