A totally new design team!
As strange as it may seem, a completely different design team was working on this trailer, and wasn't going to produce armor exactly replicating Bungie models. I know, I know, it's pretty farfetched... (heh)
And they could be wearing "less" between the armor plates because their undersuit (like Chief's) spreads heat via a gel or liquid (or etc) layer. The bulkier bits make more heat to be spread by the undersuit, leaving the elite with total mobility barring the extra weight. A genius design if that's really what's intended.
