It's the charged blast that I'm trying to address. But in regards to a plasma beam weapon, don't forget that the Covenant plasma weapons work in vaccuum so the ionization of the atmosphere theory, although a good idea of a weapon, could not apply in the case of Halo.

A "plasma" beam could just be a particle beam like an X-ray laser or any number of other particle weapon. Although partical beams would probably be less effective through an atmosphere than through a vaccuum.
