Once you progress through the 10 requisite levels of a specialization you then "unlock" the perks of that specialization including the armor mod and are then enabled to choose a new specialization.

So "choosing" a specialization is not the same as "using it". The armor mod is basically the end-game of the spec, and you can equip your armor mod at any time.
