They're around 14ft tall. Those arms look small compared to their huge body, but I don't think they're that small in reality.

Plus the Didact was huge, but it was because he had been through a couple of mutations. Based on Bornstellar's size, unmutated forerunners were around human size. Plus there were those semi-mutated guys he met when he went to the capital, and they were his size. He also met that one female warrior (forgot her name) and it kinda implied that him and her were similar in size. It might be that the foot soldier promethians were not huge, but higher ranking commanders like the Didact went through serious mutations to get bulked up.
