I was thinking about this myself, and the conclusion that I came to is that no military would issue their troops a rifle that they cannot aim with, that they can only "spray and pray" with. So, when I look at the top of the MA5B(S) within that context, it makes me realize that they probably just have a sight THROUGH the ammo counter screen, and that the games could just never show that, for various "rendering power" reasons.

Remember how the Sniper Rifle scope, when you're not zoomed in, shows you that outline of everything that you point it at? I think that started in Halo 3. Well, imagine that when you look down the top of the MA5B/C/etc, that the ammo counter aspect of it is like a ghostly thin overlay on top of the video feed. Unless of course you have an eyepiece or visor, in which case you may not need to aim down the sights, due to the wonders of technology and computer-assisted aiming. :)

If in 500 years from now, they could make that video feed hyper-accurate and pre-calibrated and all that, and if they could make it difficult to mess up the camera that gives that video feed (pinhole type, maybe?) then that barrel shroud would provide additional protection to the user's aiming eye as they aim down the sights.
