Originally, I was going to say "Not likely." Where I come from, we have a phrase that goes something like "Kicking the tiger in the teeth": it describes a situation of indescribable stupidity that only invites massive retaliation from somebody bigger and stronger than you.
Stealing Parangosky's kid? That's beyond kicking the tiger in the teeth.

But then I thought about it. We don't know how long Black Maggie's been in office. When the Spartan II program rolled around, she could have been running an op center in the Eridanus system... and if she had a kid...

I still think it's unlikely, if only because Miranda lived to adulthood.
