Are we sure they were talking about a Halo ring? I kept going back and forth about that. Wasn't clear if they were saying the ONI orbital station itself was "number 3", or if the station was orbiting HALO "Instillation 03". Also, one of the Forerunner craft in the garage sounded a lot like a War Sphinx. Grim
