Keep in mind that before Contact Harvest and Halo Wars made Brutes and Elites seen before 2552, the only infantry humans encountered were Grunts and Jackals (and in further retcon, I guess maybe, Skirmishers). It's not unreasonable that heavier weapons weren't seen for a while either.

Like you said though, because they haven't been a part of a game's armory doesn't negate the existence of other weapons we haven't heard of yet.
