I think the assumption that Halo is more competitive than Team Fortress is pretty off. Balance does not equal 'starting with identical stuff'. Protoss vs Terran at the professional level is statistically more balanced than white vs black in chess, yet in chess both players have exactly the same starting conditions and pieces, whereas in Starcraft Protoss and Terran are very very different. Having unequal starts can make your game much more interesting if done right. Having multiple possible starts allows players to specialize in a specific role. This is where Team Fortress was really good, and it was a very competitive game that featured a wide variety of possible teams and starting classes. Team Fortress 2 unfortunately ruined all that, but the point still stands that unequal starts are not necessarily bad for competitiveness.
