Silva weighed the threat of the Flood and thought getting out of there was more important. McKay disagreed. I think you're coming up with a lot o' your sentiments from his speech to the Chief, and lets face it, I think most Marines (and definitely most of the ODSTs) felt the same. Silva isn't the first one to let his personal issues cloud his judgement. Do I think he could be a more realized character? Yes. You're right that the game isn't the place though. I think that a good Halo movie (along the lines of Vocif's draft, although I disagree with a lot of it) could really make some of those novel's character shine.
