Really? That was never my impression. Thel was in command of a ship even though he was still responsible for a fleet. Ship Masters had been gold-armored Zealots. It seemed entirely appropriate to me. When first seeing him in Halo 2 there was no question that he was in charge of a fleet...up to that point that was as high an armor ranking we'd seen. It's what I expected to see. Now I suppose it's retconned to be the Zealot armor from Reach he's 'officially' wearing, unless they nudge him to Field Marshal.
