We hear English-speaking Grunts in CE. The Elite language hadn't been translated apparently by that point. Covenant forces encountering humans had already learned it. See Halo Wars extended timeline. Canon-wise, we don't hear even Grunts in Reach because Reach doesn't play well with established canon. The only other explanation I can think of is with all the various mismatched parts Spartan-III armor appears to have, Noble Six didn't pack a translator.
