A better question: Why would the average Covie infantryman want to speak English? As far as the Covenant at large is concerned, we are an inferior race that deserve only annihilation. Grunts pick it up because they're naturally curious. Elites study it, presumably, for intelligence-gathering purposes. And if The Cole Protocol is canon, then (some) Jackals learned it for the sake of trade. But in the trenches, you don't need to know what the enemy is saying to give him "a belly full of lead and a pool of his own blood to drown in." =) Everyone speaks English in H2/3 for the sake of narrative expedience. A lot of people hate reading subtitles and constantly having to write around a language barrier unnecessarily complicates the information you're trying to pass along.
