It's not known for 100% but the info provided makes it seem like the beam towers on Halo are the test pulses for maintaining array firing readiness. The whole 2.1 trillion simulated, etc...so although I have no issue with a Forerunner building on a planet, a beam tower specifically I do. Not sure if those towers fire and dissipate at the epicenter of a Halo ring or of they fire at the opposite side of the ring in some receptacle that captures and redistributes the energy. If the latter is the case, kind of moot putting it on a moon or planet. Anyway, cool effects. :)
