While it could simply mean that Dr. Halsey is using Cortana to : retrieve the coordinates for Halo, I read it as Cortana being a : Forerunner-made AI that came with the artifact, sort of like the curator : in a museum. : Am I overextending this? Is Cortana Forerunner-made, or not? Obviously not. Halsey just used her as the data's "custodian" because she had been decrypting it and held the data at the time. It wouldn't make any sense at all for Cortana to be Forerunner-made, and indeed, there's nothing to indicate it either.
