I don't know where you're getting your numbers from. I'm nearly positive that website cost WAY less than $6 million. And I know for a fact that the TV ad budget was in double digit millions - so if you're just trying to figure out where the money went, look there.

2000 Gamestops offered one free Legendary Edition per store - that's a third of a million right there, and I don't know how much of that cost was borne by Gamestop, and how much came from Microsoft.

I saw billboards, I saw Pepsi products (Mountain Dew and Doritos), I saw a few localized events (Toronto and Vancouver, for example, had citywide mini-ARGs someone had to pay for). There were TONS of places that money got spent - I'm having trouble figuring out why you think all of it went into this one website.
