Define "completed" in this context? It's a light model, with perhaps potentially millions of vertices in the original framework. I never saw the goal as to "complete" the model. Like tiered polygon models, the most important points were 'filled' first, so as time went on it simply get more defined and detailed. There's no "finish". The intent, as far as I'm concerned, was to get people to go there and become a part of the monument by claiming a spot. That's it.
In that regard, it was a success.
