I thought the entire ship was built in space and had never even : been in a gravity environment. I address this partially in this post http://carnage.bungie.org/haloforum/halo.forum.pl?read=1012059 While huge constructs may benefit from orbital construction, it's likely to have an accelerated schedule. Having mastered spaceflight it may be easier/cheaper to build it groundside and shoot the darn thing up in space than constantly shuttling workers up and down. What I want to see is how they mothball an old ship like the PoA, successfully de-orbit a ship of that size without destroying it, and having control over it. I wonder if they strap even larger retro rockets on to it for descent.
