Peal effect and so on. Halogen gives off a pretty bright light that can be pretty harsh if your eyes aren't adjusted for it, but these new low-energy LED bulbs give of a shockingly bright white. The packaging comes with warnings similar to a laser about looking straight at them. Elites might just prefer more muted indoor lighting than us. Like what we see inside the Covenant ships.
