The Japanese inspired armor, and the : Heretic armor, can all exist in the same universe along with several : thousand other iterations we've yet to see. I guess that explanation is sound, it would make sense to have several different strands of cultural diversities within the same state (I've yet to see the Japs messing with the Arbiter's armor, so at least they didn't change too much). But isn't the planet we saw in The Duel actually Sanghelios? I could be wrong, and make sure to strike me down if I'm spouting bullshit, but if it's Sanghelios we saw in this episode, it means the theory of multiple cultures coexisting in the Sangheili state is pretty shaky. Being the capital of the entire race's empire, those Japanese influences are likely to be the main current of warrior clothing and architecture, or at least the main formal officers' dress.
