How much Forerunner culture do we know of? Very very little. Surely these ODSTs and even their comander know much much less than that. Halo 2 showed us that not every Forerunner structure is silver with glowy blue and even those ruins were on a Halo. Why can't other places have different styles? Perhaps more interstingly is the possibility that the ruins are from one of the Covenant member races but were built before the firing of the Halos. If all the indexed races were allowed to live together then possibly the styles we think of as out own might not be. Not that I like that idea. I figure the arms of the ark were used to separate the different species.
