Here's where the common sense comes in.

They are described as "clearly not-human" buildings. This is clearly incorrect. They are, in fact, disturbingly human on a planet that has assuredly been not explored by humans before. If you suppose this is an intentional mystery, then you must also suppose all the humans looking at these ruins are incredibly stupid or ignorant of their own histories. Then again, if these people are familiar enough with all Covenant architecture to decree the ruins not built by said Covenant, you'd assume they would be able to differentiate these buildings from our own.

Sure, it's a mystery, and maybe even something that will be spun into something intriguing, but those interactions paint it as a mistake, or artistic license, or something else completely mundane.
