Actually, all they say in the briefing is that:
"The architecture is not Covenant design and it sure as hell wasn't built by humans."

Note the wording there.

Covenant design
Wasn't built by humans.

Nothing about it not being very similar to human buildings designs, just that we didn't go out there and build them.
Its of unidentified origin (which also may hint towards it not being Forerunner).
