I already recognized all the stuff that made it into the final game, though I've seen the E3 '03 demo many times. This video could prove useful for those who don't have good memory, don't have keen eyes, or haven't seen the demo for a long time (hard to believe it's already six years old).

There are a couple of things related to the commentary in this thread and in your video and on the demo in general that I wanted to mention, however.

"Earth City" vs. "Outskirts/Metropolis"

One of my main beefs with how things turned on in the final game versus what we saw in the E3 demo isn't the stage design in and of itself. Rather, my opinion, which is shared by The BS Police, is that the difference in tone is the major problem. In the build up to Halo 2, we were told that "Earth will never be the same." In the announce trailer, Earth's surface was covered with nuclear explosions. The whole world was on fire. Earth City reinforced this sense of desperation. New Mombasa was under seige. After evading anti-air fire, the Chief's Pelican lands near a triage unit. The Marines were caught in large-scale urban combat with Covenant ground forces. The Covies had numerous troops, vehicles, and a giant plasma mortar shelling the hell out of the Marines. You really got the sense that Earth was well and truly boned.

Halo 2 as it actually is is far less impressive in terms of overall tone. There is no sense of desperation. It doesn't feel like Earth is in danger. Of course, Earth wasn't even attacked in a full-scale invasion, and only Regret's ship landed on Earth. Even then, it didn't even feel like New Mombasa was in danger. There's the Chief, a few scattered groups of Marines, and a relatively small Covenant occupation force that apparently didn't bother causing large-scale carnage. It's like we went from "Earth will never be the same" to "These bland beige alleyways will never be the same." Of course, Halo 3 isn't any better in this regard, despite the end of Halo 2 finally showing off some of what was hinted at in the H2 announce trailer. Instead of a battle depicting humanity's last stand, the Chief spends the first third of the game dicking around in the wilderness and helping a couple of Pelicans out of an old base. The only part of human civilization he happens across is a single factory. If you played the game without knowing anything about Halo, you'd probably have no clue that the Earth was completely overrun.

That being said, it is probable that the "Earth City" stage as it was probably wouldn't work well, even if it wasn't heavily scripted. However, Steve Loftus suggests that it actually could have worked. There's really no way of telling.

The Covenant Plasma Mortar

I wish Bungie actually had these things in the game as functioning objects. There's several ways this could have worked, including it being a background object destroyed by a Longsword bombing run in a scripted event like in the E3 demo. Of course, it could be interactive as well, perhaps even a gameplay objective.

The Semi-auto BR

Your comment about the BR seems to suggest that the introduction of burst fire was a necessity, as with its rate of fire and damage the semi-auto BR seen in the demo would kill in 2 seconds (you later revised it to say 1-2 seconds, which is kind of vague). However, that's not a big deal, considering that the BR as it functions in Halo 2 & 3 can kill in about 1.5 seconds, and practically every weapon that's not a one-hit-kill power weapon takes between 1 and 2 seconds to kill. So, a semi-auto BR that kills in "1 to 2 seconds" wouldn't be a problem. So long as the damage and rate of fire parameters for it are set to where it's properly balanced against the other weapons, there would be nothing wrong with a semi-auto BR whatsoever.
