Running a nation is extremely : hard, especially to keep everyone somewhat pleased so theres no huge : revolts. Running a galaxy... must be astronomically difficult That's exactly the point really.
Both the Insurrectionists and the UNSC stood for high ideals.
The UNSC, or shall we say Earth, depended upon the colonies which was why independence was deemed out of the question. Martial law and brute force was deemed a viable way of denying them said independence and Earth would always be at the top of the pecking order.
That's a long winded way of saying the Covenant had its Grunt rebellion much like the UNSC had its Insurrection. In both cases the little man is exploited. They know it and not all of them are exactly happy about it. And who can blame them really?
So they may have high ideals, but when it comes to actually realising them, things are often not so positive, especially from a moral stand point.
