Political movements travel slowly in sparse : agricultural countries. Socialism is usually defined by the echelon of society that practices physical labor, no matter what category that might be; heavy industry, agriculture, nursing, mining, etc. Given the technological advancement of the 26th century, an agricultural uprising wouldn't be as slow-moving as it is today. But I think heavy industry is also an important part of Harvest's economy. I do remember seeing some pretty complicated furnaces and factories in the Halo Wars: Five Long Years trailer...
