(InnerRayg) : As the various planets in the Halo universe are directly called Colonies, the : UEG/UNSC is a single Earth based entity that claims control over all of : them, and there is a constant struggle by the UNSC to gain economic : control of the various planets, I think it qualifies. Yup, its an Empire basically (and remember once upon a time during the British Empire, countries like Australia, the US etc would be called colonies).
And since in Halo a lot of people are very used to thinking of the UNSC as the simple straight up good guys fighting the alien threat, well... I guess it can be difficult to also think they were less than ideal politically.
