This is the reason I'm not as into Gears as I am Halo. Epic kinda had me pissed off after I bought Gears 2, because even though I had played Gears 1, I had no clue wtf was going on. It's all like "Hey, here's this crazy Polynesian guy, who you are expected to know! And Cole and Baird are nowhere to be found!"
Not only that, but they drop you right into Gears 1 with no backstory whatsoever. Why are they breaking you out of jail? Why were you in jail? Why were you alone with no guards? WHAT THE HELL IS GOING ON? But I pulled through, finished the story, found it mostly enjoyable, and set it aside for a while. Then they pulled what they did with Gears 2. I was almost done with the series before picking up the novel Aspho Fields.
THANK GOD FOR TIE-IN NOVELS. It has answered a good portion of my gripes with the story. Filling in some backstory for pretty much everybody, introducing (kind of) the characters in Gears 2, and giving info about Sera.

Epic really needs to learn how to tell a story, don't just drop us into the story and expect us to extrapolate the necessary info.
