Well in halo2, when there were other places in a cutscene they were still loaded in or outside the map, or generally in a odd place. Usually it would just disappear after the scene ended.

On Outskirts, the place you can see with the "space elevator" is actually loaded way high above the leel you play on, past an invisible wall. When I use the flycam and just keep going up, I can end up there.
