I agree. Except we're specifically told the two ODSTs are on a mission to retrieve that case. See, in the beginning, one of them is using some kind of scanner to locate something. Once it's in their hands, he goes "Bingo! Got it!" which means it's obviously what they were looking for. He then proceeds to call it a "package" which is military slang for important boxes with more important things inside them. Them getting into the Warthog at the end suggests they're not taking it very far. If they were, they'd need to clear an LZ and get on the Pelican instead, but apparently a Warthog will do. We're supposed to find out there's something important in there that's worth risking the lives of two ODSTs to retrieve.
