Well, I can't speak to the distribution of PC owners vs 360 owners, but the idea is that you are trying to convince some of the people that own PCs to also buy a Xbox 360, so MS can make more money on services and software licensing. MS wants market share, and they will do whatever they can to encourage people to shell out the hefty initial cost of buying their console versus somebody else's. If they can only play Halo 3 on a 360, then I would think they are more likely to buy the 360 hardware. If you could spend $50 on a PC game instead of $450 for new hardware and the game, which would you choose? If you are talking about short term profit, you are correct - a dual launch would be more profitable upfront. In the long run, however, it is more profitable for MS to get you buying their 360, because you will most likely buy more than just Halo3 for it over the next 3 or 4 years. That's why they do console exclusives.

This idea is nothing new - console exclusives are very common in the first few years after a console launch. Look at GTA, Final Fantasy, and Halo (and many others that didn't actually make it to the PC). The console version came out first, followed by the PC version years later. There are many games where they do multiple platform launches, but usually these games aren't a flagship title like Halo3 where the game could sell a console by itself.
