My HTML is crap, but before coding needs to begin I think you need to decide what the page has.

Taking the HBO as your template, you'll have the left hand menu and the news articles to your right.

The way the HSP is organised is with Categories and Sub-categories. That's pretty reasonable and I would suggest the Halo Science Page (Halo Facts Page, perhaps? To stop confusion between this and the HSP) does the same things.

So on the left hand side I would recommend:
Theoretical Science
FTL Drives
Halo Operations
(Basically these categories would be things that aren't yet possible, but are 'fact' in the Haloverse)

Stephen Loftus Articles
List of articles

Real Science
Physics of Halo
Mathemitics and Computing of Halo
Biology of Halo
(Stuff that has actual, current scientific theory behind it. I remember along entry to the HSP about ballistics, all based on physics. I could probably find it if I looked hard enough. The biology section could easily hold any comparisons between Covenant-Humans or Flood related articles)

The distinction between the HFP and the HSP will need to be well defined as well. References would be liked. I don't think the HFP will have anything like the same update rate as the HSP because each entry will need to be vetted for scientific viability, which HSP entries most definitely are not.

This list is by no means definitive, it's just how I would start. Feel free to ignore it. However, I'd be surprised if there wasn't an HSP template we could stick that in to.
