Because, unlike some games, which are mostly multiplayer, Halo will have a plot, which most be written, as well as the scripting needed for the enemies. TF2 and Q3A just needed the tech part, and levels. Halo needs more. Theres also IK which needs to be implemented. Too many people seem to think, ok, I can run, shoot, and look at the pretty colors, games done.
