How could Truth foresee that the Arbiter would be able to rally Elites to his side and make his way to the Index Room despite the heavy opposition? How could Truth foresee that remnant Marines would rescue Sgt. Johnson from the Brutes? How could Truth foresee that Sgt. Johnson would then take a Scarab to blow open the Index room doors? How could Truth foresee that Sgt. Johnson and the Elites would ally and prevent Tartarus from activating the Halo with mere seconds to go. I think Truth had every belief that the activation would occur.
