Well think about...the speed of light (c) is approximately 3.00*10^8 m/s...multiplying by .4 yields 1.20*10^8 m/s, where as multiplying it by .04 is 1.20*10^7 m/s. That means 120,000km/s and 12,000 km/s respectively. 12,000km/s wasn't even the speed of the Apollo capsule when it was deployed to the moon...I don't think it was even half that speed. Click on this link, and the 2nd PDF for the Apollo mission will confirm that the spacecraft reached speeds of 24,000 mph.

12,000km/s sounds more in the neighborhood of a heavy tonnage cruiser moving at normal operation speed. 120,000 km/s sounds MUCH more reasonable for a weapon speed.

Although that answers your question, you are indeed correct when you point out that THAT is some terrible wording by the author. My dad told me of a story where he went to a barber, and the price said .63 cents for a haircut. He gave the barber a penny and said 'keep the change'. :)
