Far as we can tell Microsoft is claiming that since UK vendors like to release stuff on Fridays or something, and they'll have the game several days before the ninth, they're afraid some stores will start selling early. It seems really stupid to me, the only logical reason I can think of is that the legal penalties for an early release aren't as heavy as they are here (I have no idea if that’s true, just a logical guess) I work at a book store and if we release a big name book early, its a massive fine and all the involved parties will be fired.
