Yes there were 3 Spartans off on some other missions in the outer colonies, this is stated in TFoR when they all get their new MJOLNIR suits with the sheilds, so of course they're left with the non-sheilded ones. The majority of the Spartans went to Reach's surface to repel the ground attack of the MAC gun generators. They're presumed dead. The PoA left the system before Reach was glasses but it's an extremely low possibility that it wasn't.
