The important detail here is that it was adopted in 1938. Accounting for the time needed to standardize and distribute production documents and tooling, plus time needed to produce enough complete units and spare parts for general issue, it's not likely that many combat units could get the P38 in the same year it was approved. Considering how obscure the P4 is to begin with, I wonder how Jones(?) even knew about it. Perhaps he was acquainted with someone who owned one? : The MP-41 entered production in 1941, as can be inferred by its designation:
The MP41 was a rather rare item, and could be charitably described as the upper half of an MP40 mashed onto the lower half of an MP28. It never saw general issue with the German army, though SS and police units apparently used it, and production was discontinued after the owner of the MP40 patents sued for infringement. Even if Pathways were set circa 1942, the MP41 wouldn't be a likely choice.
