I don't think he was lying. From his dialogs, my impression is that he endured for as long as he could bear before pulling the trigger.

Perhaps he wasted ammo doing mag dumps on the monsters in the higher levels, like the Germans wasted their grenades. The others might not be inclined to share theirs if he was being trigger-happy, and putting him last in line would make sense if he was down to a few rounds and couldn't fight incoming monsters head-on.

Random thought: the "cold, so cold" anonymous German on Lock & Load reminds me of Snowden's dying words in Catch-22. Coincidence, probably.
