Times have changed, though. You're right, at least in part; there just aren't as many people posting on Fileball anymore. Part of this is because you have to register to post comments, which is annoying for people who have nothing to submit to Fileball.

Of course, there's also a moving trend towards netmaps actually being played, as opposed to five years ago where they were just decorative. Now there are other vehicles to show praise or criticism -- via the netgame lobby. It's generally enough praise for me to see someone else playing my map, and in a way, that's worth more than some silly little number on Fileball. After all, some people are kind of retarded with their votes, but if someone is playing your map, they're playing it. If that makes any sense.

Similarly, notice how there's almost no single player scenarios anymore, which is what's really worth the effort of rating and reviewing.
