I agree, a cultural revolution of sorts makes more sense; if this was in fact the Pfhor's first major revolt agsint them it's likely that their slaves may have had more social freedoms at the time, especially if they are as sheepish as Forrest submits (again, while in servitude; they can get nasty in battle...remember little Johnny?); such a climate would make the spread of self-realization through social change pretty easy.
Also, there is mixed evidence that beings implanted with Jjarotech seek to implant others as an intrinsic function of the implant; we as the player contain Jjarotech but it is not our mission to spawn further cyborgs. The S'pht are the exception to this, needing implants for sentience, though it can be debated whether their implanting system was a "gift" form Yrro and if Yrro was actually Jjaro...
