I don't think this would be the case; for all practical purposes, a rebellion stops being a rebellion once the oppressed have thown off the opressors and begin offensive actions that do not fall within the realm of self-liberation. The Nahk revolt apparently did not escalate into war (nor the Drinniol revolt, it was put down with the trih xeem), whereas the S'Pht revolt did. Indeed, the S'Pht revolution was their convenient entry into a war that was already technically being fought between the U.E.S.C. and The Pfhor Empire...
