There has to be a point, though, at which, after so much pilfering, they can no longer afford not to pilfer. That is to say, that they could steal technology so advanced that it's easier to steal better than reverse-engineer it and *then* improve upon it, and I think the Pfhor passed that point. It's true that we do read the studies of Pfhor scientists in M2/Mi, but these are mostly texts on physiology, zoology and entomology, not so much technology.
I also doubt the Pfhor understand how to really use the technology they do have, recall how in M2 Durandal re-engineered the particle beam cannon or whatever it was to shoot twice as far, and how his doing so was going to be quite a shock to Pfhor engineers.
The best technology typically comes about in one of two instances: in an environment of free thought and market competition (capitalism) and the machinations of a military economy (war). Seeing as how the Pfhor never seemed the top-hat an monocle type to me, and how they are a military empire, the inspiration for any technological gains would be such in nature, but upon finding these relics that are so powerful, well, it's sort of like they cheated their own technological evolution.
I think most Pfhor science and engineering is centered around getting alien/Jjaro technology to work, even if only half-assed.
