I think the 7 eyes thing is to do with technology not evolution. It makes sense to give those of a higher cast (like the enforcers) a better view of the world. Also note that the P'hore didn't tend to move like humans do, this may be because of the game engine but since bobs move as much like human as bungie could make them, I don't think they made them move they way they do for no reason. I also think the p'hore are runners, they have long legs, and this seems to us as an usual thing to have in a low gravity environment but in actual fact it would make you hopeless at balance. There legs are built for fast movement even though the marine moves faster he is a cyborg. The majority of the p'hore would have little advancement for combat, they are obviously much more prolific breeders than us as they can send countless grunts into a situation where losses would be massive, since the majority of them are not really that great at combat it suggests that they can afford to loose many people. We would tend to send lots of people in a invasion, but only if we knew the enemy had as many men as we did. The p'hore probably knew little about the marathon, just send in the grunts and let them die. They seem much more like us then we care to admit.
