I have no doubt that the Pfhor obtained most of their technology from the Jjaro, but I tend to agree with Goran. There are plenty of examples, particularly in Infinity, where we stumble upon Pfhor fighters who are engaged in their own scientific observations. The important point about these instances is that they're usually surreptitious. In other words, the Pfhor are capable of independent thought and invention, but they're hierarchy discourages this. This more than anything else is probably the reason for they're limited advancement over such an extended period of time. The goal of the empire is conquest, enslavement and acquisition of new technology - innovation takes a back seat.
