Or perhaps simply there was some ancient Jjarotech left lying around on their own world, and they evolved enough intelligence to understand it's use...

Perhaps the Pfhor as a sentient species only came about because some foolhardy Pfhor worker-bee implanted his hive-queen with a Jjaro Cybernetic Junction, single-handedly causing the largest slave empire in galactic history...
