not necessarily. if there is a better alien species for enforcing the cannon fodder of the empire, why not use it? besides, wouldn't it be strange for a slaver race to employ their own species as cannon-fodder (like the fighter class) when they could use another species? and yet, this is exactly what the pfhor do.

i always thought that the enforcers were somehow genetically altered pfhor.

the only reason they're weak against fusion is because durandal had his s'pht design the weapon to short-circuit pfhor technology. i'm just glad the m2/inf juggies aren't bullet-proof. :/
