I had always beleived that the Hunters did have pfhor inside, but rather than having good Pfhor fighters inside those suits, maybe they took crippled Pfhor and put thier brain or body to use as a source of energy to power the Hunter. Kind of like in that novel. I think its called "Ship who Sang."

Thatrs my two cents.
